超法規的特別待遇はさすがにだいぶ問題あるけど、外交の一環で好条件（奨学金とか）を提示して外国からの留学生を呼び込むこと自体は他の国でも普やってるだろうし別にそういう観点での問題視もされてないと思う　（※とーちゃんが昔そういうので留学してたらしいのでこれはポジショントークです
