If you enlarge the photo, you can see remnants of the Bank of the West logo in the ATM screen, so this would be a re-branding. #BMO has owned the (now former) Harris Bank (in the Midwest) for many years, so they've been in the U.S. a while.
On the East Coast, #TD (aka #TorontoDominion) has branches from Maine to Florida.
