They said upon the initial launch of the technical preview of the email client that they were looking into adding #PGP #encryption - not sure about S/MIME. The feature request for S/MIME is relatively new - vote it up and discuss it on the forum to add visibility https://forum.vivaldi.net/topic/90674/add-s-mime-to-vivaldi-mail
