警察には刑法犯を取り締まる司法警察機能と、治安維持のための行政警察機能とがある。泥棒がいなければ警察の存在価値を否定するのは司法警察を否定することにはなるが、行政警察の否定にはならないのでやはり警察はそれ自体に存在意義がある。
